Request for Assistance
SLSU researchers may request assistance for paper presentation and publication according to the guidelines and requirements of the Office of Research Services. The governing rules and regulations are approved by the SLSU Board of Regents via BOR Resolution No. 77, s. 2022.
NOTE: At least two (2) months of processing time is needed to facilitate requests for financial assistance. Hence, researchers should ensure prompt submission of their requests with complete attachments.
Documents to Prepare Before Requesting:
Presentation Assistance
Cover letter stating the details of the request, endorsed by the College Dean/Director, and listing the estimated expenses per item (fees, travel, accommodation, insurance). Include attachment of at least 3 quotations for travel and accommodation.
Signed Authority to Participate (Process to seek Authority to Participate can be done simultaneously with the request for Presentation Assistance for faster processing)
For papers with multiple authors, a document describing the contribution of each of the authors, a certification describing the contribution of each of the authors, percentage of contribution, and signature of each author
Photocopy of signed ORS Form K
Full paper or expanded abstract
Email/letter of acceptance

Specific Guidelines
Researchers are encouraged to first lodge a request for paper presentation assistance with the Faculty and Staff Development Program Office (FSDP) before availing this assistance.
Priority is given to institutionally- and externally-funded research.
Subject to the availability of funds, personally-funded research may be endorsed by the ORS for presentation assistance.
The paper must carry the name of Southern Luzon State University as the institutional affiliation of the presenter, as indicated in the acceptance letter/email or in other communication coming from the organizers.
To ensure equitable access to presentation assistance, a researcher may request presentation assistance only once every year per level (local and international [whether within or outside the Philippines]). Each College/ Campus/ Unit shall have slots for applicants to presentation assistance equivalent to 20% of the total population of their personnel within the fiscal year, on a first-come-first-served basis.
Should funds allotted for presentation assistance still be available by the 4th quarter of the fiscal year, the ORS Director may have the discretion to endorse applications regardless of whether a researcher, college, campus, or unit has exceeded the maximum allowable requests for the year.
Presentation assistance may be used to pay for conference fees, travel, accommodation, and insurance within the period of the conference plus one (1) day before and after the conference dates. Researchers are highly encouraged to apply for a waiver of Registration Fees from the Conference Organizers, when available and especially for international conferences because this can be a strong support for BOR approval.
The financial assistance can be requested as a Cash Advance, but only if there is ample time for the CA to be processed (usually, 1 month); otherwise, the financial assistance will be granted as reimbursement upon return and processing of all documentary requirements. The presenter must keep the original copies of receipts for liquidation purposes and should submit to the ORS a travel report with appropriate attachments concerning the oral presentation.
Subject to the availability of funds within the fiscal year, presentation assistance shall not be higher than the maximum amount stipulated in the 2022 Expanded Research Productivity Incentive & Incentive Scheme and based on the latest World Bank data of country classification of economies.

Please note that paper presentations abroad whether to be funded by the University or not require the Board's approval. The BOR discusses official travels only during their regular meeting (which happens once every quarter. Kindly allot ample time for the processing of documents.

Specific Guidelines
The paper must carry the name of Southern Luzon State University as the institutional affiliation of the author.
A maximum of Php 10,000 shall be given as publication assistance, except in meritorious cases such as when the study is to be published by the leading publication/ journal in the area of specialization.
The provision of financial assistance is not retroactive. The request must be made before the actual publication of the paper.'
The Institutional Research Evaluation Committee shall review the paper and journal using the following criteria:
The paper is aligned with the University’s research thrusts and priorities.
Reputation of the journal and publisher
The publisher has a proven and respected track record in academic publishing and has not been tagged elsewhere to be predatory (e.g., Beall’s list) or employing unfair publication practices
The journal observes international standards of competitive review and acceptance process.
The journal is listed by reputable indexing institutions (Scopus, Web of Science, ASEAN CI, etc.)
The journal has evidence of impact and citation.
The paper has a potentially positive impact on communities of practice (in the region, country, and discipline)
To make the assistance accessible to as many researchers as possible, a researcher may request publication assistance for up to 3 times during the fiscal year, except in cases when the allotted budget for the assistance is not fully consumed before the end of the fiscal year.
The researcher may request a publication incentive thereafter amounting to the maximum cash incentive minus the publication assistance provided.
Subject to availability of funds in the fiscal year.
Process
Researchers shall submit the required documents to the Office of Research Services for processing.
The ORS shall observe a verification process to ensure that the publication is reputable.
The ORS shall endorse the request to the Institutional Research Evaluation Committee for a paper review. For personally-funded research, the author must submit the accomplished ORS Form I (Application for Institutional Recognition…)
Once approved by the University President, the researcher shall submit the official receipt of payment of publication fee to the ORS for reimbursement .
